The Nigeria Police Force is set to arraign Adeniyi Adeyemi, who allegedly presented himself as the Director-General of the non-existent Presidential Foreign Intervention Promotion Council (PFIPC), before the Federal High Court in Abuja on Tuesday.
According to a fresh charge marked FHC/ABJ/CR/562/2025, Adeyemi and two other defendants are facing eight counts related to alleged forgery, impersonation and other offences.
The charge was filed on November 27, 2025, by police prosecutor Wisdom Madaki.
The News Agency of Nigeria (NAN) reported that the matter was scheduled for the defendants to enter their plea on June 16, but proceedings were postponed after Adeyemi was reported to be ill. Justice Mohammed Umar subsequently adjourned the case.
Court documents show that the prosecution intends to call several witnesses, including Chief of Staff to the President, Femi Gbajabiamila, alongside Paul Emmanuel, Jeremiah Imoukhede, Ituah Sylvester, and other individuals connected to the investigation.
Also expected to testify are Akimbo Shola and Adamu Balongu from the Office of the Accountant-General of the Federation, as well as a Deputy Superintendent of Police.
Additional witnesses listed include Ojo Victor, Omeh Amarachukwu, Wakili Saidu, Joy Ngwoke, owner of Kachi Hotel in Abuja, and Ven. Okoriko of St. Matthew’s Anglican Church, Maitama.
Among the documents expected to be presented in court are the police investigation report, a petition submitted by Gbajabiamila dated October 17, 2025, and an alleged fake presidential appointment letter issued to Adeyemi on March 8, 2024.
The prosecution also plans to tender correspondence allegedly sent by Adeyemi to the Ministry of Foreign Affairs, documents linked to requests for Central Bank of Nigeria account approvals, self-accounting approval requests to the Office of the Accountant-General of the Federation, and documents relating to the purported establishment of the PFIPC.
Other exhibits include letters seeking cooperation on land acquisition and office space across the 36 states, witness and defendant statements, and photographs.

According to the court filings, “the prosecution shall at the trial call any other related witness or witnesses to prove its case.”
Investigators alleged that Adeyemi operated the fictitious council from the second floor of the Federal Secretariat Complex, Phase III, Abuja, before he was arrested.
NAN further reported that President Bola Tinubu directed the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to carry out a full investigation into the activities of the alleged fake agency, giving the commission 30 days to conclude its probe.
