Present at the signing ceremony were several prominent figures, including:

  1. President of the Senate, Senator Godswill Akpabio.
  2. Speaker of the House of Representatives, Tajudeen Abass.
  3. Secretary to the Government of the Federation, Senator George Akume.

  5. Chairman of the Federal Inland Revenue Services, Zacch Adedeji.
