Lagos State Deputy Governor and All Progressives Congress governorship candidate for the 2027 election, Obafemi Hamzat, has presented a 100-point manifesto outlining his plans for the state if elected governor.
Hamzat unveiled the document, titled The Lagos Promise, at an event in Lagos on Friday, highlighting key areas such as healthcare, education, employment, infrastructure, youth development, security and inclusive governance.
He explained that the manifesto was structured around seven pillars: people first, renewal, opportunity, machinery of government, inclusion, security and resilience, and everyday dignity.
The APC candidate said his proposed administration would be driven by the values of respect, work and truth. He added that his intention was not merely to seek electoral support but to gain the confidence of residents by presenting his vision and demonstrating his preparedness to govern.
“I stand before you today, not simply to ask for your vote, but to earn your trust, to share my vision for Lagos, to explain what I believe that we must do differently, and to demonstrate why I’m prepared to serve you,” he said.
Reflecting on his childhood, Hamzat said his early experiences helped him understand the everyday challenges facing residents, citing the need for effective drainage systems and a dependable electricity supply.
He also highlighted some of his contributions to the current administration, including the development of the state’s digital map and residents’ register, the introduction of single-digit mortgage rates and the construction of inner roads.
On infrastructure, Hamzat promised to complete ongoing rail projects and improve road and water transportation. He also pledged to make housing more accessible, strengthen security and improve healthcare services across Lagos’ 57 local government areas and local council development areas.
Other areas covered in the manifesto include better educational opportunities, vocational training, employment generation and support for small businesses.
He further promised to strengthen waste management, improve flood control measures and safeguard communities along the state’s coastline.
Hamzat said his broader objective was to create a safer, more prosperous and inclusive Lagos where the needs of residents would remain central to government policies and decisions.
As part of his accountability plan, he proposed setting up an independent body to assess his administration’s performance and monitor the implementation of its commitments.

“An independent performance council will review delivery and report directly to you as Lagosians,” he said.
He added, “And every year, one document will set every promise against the result. Where we miss a target, that report will name it.
“That report will give us reason and set a new date.”
Drawing from a proverb often cited by late Nigerian author Chinua Achebe, Hamzat said his proposed accountability framework would give residents the responsibility to assess his government’s performance.
“Chinua Achebe often repeated an old proverb…until the lions have their own historians, the story of the hounds will always glorify the hunter.
“So, the Hamzat compact makes every Lagosian a historian of my government. It puts the pen in your hands. You check it, you track it, and you measure it.”
