A group of vulnerable Abuja residents, including scavengers, beggars, and petty traders, has filed a ₦500 million lawsuit against the Minister of the Federal Capital Territory (FCT), Nyesom Wike, alleging violations of their fundamental rights.

The suit, filed by human rights lawyer Abba Hikima on behalf of the residents, also lists the Inspector-General of Police, the Director-General of the Department of State Services (DSS), the Nigeria Security and Civil Defence Corps (NSCDC), the Attorney-General of the Federation (AGF), and the Federal Government as respondents.

Wike: In the case marked FHC/ABJ/CS/1749/3024, the plaintiffs claim that the arbitrary arrests, detentions, and harassment they suffered violate sections of the 1999 Constitution guaranteeing freedom of movement, liberty, and dignity.

The lawsuit demands:

  • ₦500 million in damages for the alleged violations.
  • A public apology from the respondents.
  • Immediate reforms to protect the rights of vulnerable Nigerians.

Hikima cited a ministerial directive issued on October 22, 2024, which led to joint task force operations targeting individuals perceived as homeless or engaging in petty trades. The lawyer detailed incidents where victims were forcefully apprehended, harassed, and humiliated in public view.

The case has been adjourned until February 4, 2025, for a hearing, with the court instructing that hearing notices be served on unrepresented respondents.

Wike: The residents argue that homelessness, begging, and petty trading are not crimes but are often the result of harsh government policies and systemic failures.
